I think one of the primary reasons, is due to the small ROM available, you get a limited amount of music that has to loop a lot, so this one small little loop better be good or it gets really annoying fast.
Music is very neglected nowadays, its gets completely drowned out by the sfx and voice acting. Final Fantasy(s) and Zelda just wouldn't even be close to the classics they are without their very original and creative soundtracks.
