You are killing me. I most certainly want it to be Open Source. I want that "critical" piece of software to be poured over by thousands of programmers. I want it to be scrutinized to the highest degree. I certainly don't want to trust that SOME company's peer review policy is good enough to trust my life to(yeah I know, dangling). I'd prefer that the entire world look at it and determine that it works and that it works well.

"Service to Sales" is the name of the marketing program referred to earlier, where tech support would try to upsell customers calling in with problems. Their stock went below $2.00 and they had to do something to get Wall Street enthused. BTW, the person who implemented the program was hired from AOL.
Once the program was implemented, tech support went out the window. All of the good techs left because they weren't allowed to fix anything.
