For all my years in this industry I have never seen so much prostitution of any technology than I see today from spammers. In all honesty ISP's should be held accountable for their users! If we were to place a $ amount on the usage of bandwidth that is being consumed by spammers it will more than likely outweigh the profit they are making a million to one. So why must the honest guy on the street be subjected to the same rules/punishment as the spammer....
I think ISP's should start to pay/mail concept like in the old days where you had to pay for postage stamps to send your mail.
If the spammers want to spam, let them pay!!! Every countries communication authority should also start playing an active part in patrolling what is going on!!!
