As far as I know, here in Brazil we had independent consultors -- most part Computer scientists with PhD in Computer Science from some US university -- that evaluated the safety of the electoral system.
Even though it has failures as any other digital-based system, sounds strange how Americans tend to decline the evolution coming from a 3rd-world country.
