If someone called themselves a "Software Engineer" there is nothing that could be done to prevent them (unless the person lived in Quebec). It is akin to one calling themselves a carpenter when their only training is cutting some wood, compared to a journeyman carpenter who has the education and the experience to qualify and register as a journeyman.
