Audio applications are currently playable in the background. So too maybe a few low level connectivity apps. I suspect, Apple is only trying to prevent system crashes and thereby minimise poor user experiences as much as possible. Apple is often known to challenge their engineering to the limit of end user (in this case walled garden happy business users as well) friendliness, I'd think they might expect something similar from the 3rd party developers for their system. Challenging projects often bear good than lowering the bar and fudging the requirement.
