There are two steps to solve this issue.
First have all retailers collect taxes for ALL sales as if they were made in their store.
Next, have all prices INCLUDE this tax. This is what the governments do NOT want. It will drive companies to areas with better (lower) tax rates. The government is always afraid of competition, and when it does happen it's the public that will benefit.
