The answer is relative. Using GMT time in preference to local time is really a matter of personal choice or company policy. This is more of a human issue rather than a technical issue. The machines that keep time know what they must do...and they keep on doing it. There may be a few bugs (e.g. Y2K related) but these were caused by human error. Politics (company, country, etc.) may have greater influence in determining the human sense of time than any inaccurate clock or malfunctioning computer. Then again, I could be wrong.
