No,.tar.{gz,bz2} ever was and ever will be a Unix developer's distribution format. OpenPKG is for system administrators of large imhomogenous networks, but when I have my developer's hat on I do not care about RPMs at all. OpenPKG is just one of many packaging facilities -- although my preffered one. But that doesn't count when I release Open Source software.
