I believe that this system can work. What I don't believe is that artists would read every note they'd get, since each would be worth 10 cents (if one song costs $1). Maybe some small-scale bands would, but not when the song is hot and there is 10 000 notes to read per day.
As Courtney Love pointed out, there will still be room for the RIAA members to provide the marketting. Marketting may, in fact, become more expensive for the artist, because the distribution used-to-be cash cow will no longer exists (Now someone will say that let the artists do what the Blair Witch Project people did, but that won't work for 100 artists doing it, let alone 100 000).
A question rises to my mind though, is the thing only a way to push something in a direction or can it also pull it?
Being a sail it might be possible to mimic the way that ships sail against the wind in a zigzag pattern. This, of course, would be less efficient than being pushed.

Only if you want to pronounce it in german. The slash-o is used in danish and norwegian. I believe it is pronounced in norwegian like the ö here in Finland and there in Sweden. (That is, like the i in bird). I can't say anything about danish pronunciation, its so wierd (I'm certain that danes would say finnish is so wierd;).
