Broadband is actually really cheap in China. In most cities you can get 2Mbps ADSL for about 100RMB a month and I am sure they have enough bandwidth resources in Beijing. (Think about the population there!)
So maybe they just want to make some money so there will be less deficit on account books. (and they probably know your company will pay.)
Find a free wireless connection nearby will be a better solution.
