Localisation cannot explain the price disparity: Here in the UK we can understand US "English" most of the time, and we would be more than willing to learn for half price software.
However the majority of the time we are prohibited from buying from the US store (Adobe, I'm looking at you in particular), so even though we don't want localised software we still have to pay a huge premium.
I contacted Macromedia about this (back in the day) and actually got a reply; they stated that it was based on an index of the cost of items such as bread and milk. Obviously.
