The age limit restriction for gymnastics is there for a reason. While starting athletes too young, can be detrimental to their body development, it is my understanding that it is also considered an unfair advantage.
Having a smaller body changes the physical dynamics of what is possible to achieve (in terms of flips, balance, etc).
Other sports do allow for athletes under the age of 16 to compete (swimming for example).
