This will mean an enormous boom for mobile ICT in Europe (other countries in Europe will follow shortly), because the GSM infrastructure is everywhere in Europe. I don't think you pay per minute: it is there is no connection when you are not sending/receiving data. You will probably pay per Mb or something.
