The internet is available every where nowadays. I would assume by the age of 12 your child would be able to create a free email account by themselves any way. How can you stop them when the internet is everywhere? They can go to a public library and create a gmail or Yahoo! account. Also their friends with email accounts will certainly be able to help them set up their own. The web has such a wealth of information, id be surprised if you can keep them from creating the account. You can monitor them at home if you'd like...but if they are determined enough, nothing is there to stop them from setting up their own email.
