In Norway (as in the EU) the producers and importers are responsible for the recycling of the products. For the consumer i works like this: If a shop sells TVs, computers and dishwashers, you can give all your old TVs, computers and dishwashers to the shop. You don't have to buy anything at the shop. Any biz. selling any EEE (electrical and electronic equipment) have to accept for recycling the same type of things.
We have a similar thing with car tyres and battery and some other stuff...
