Yes, Bell must, by CRTC decision, allow third parties to colocate equipment, such as DSLAMs in their C.O.'s.
But duplicating the DSL network that Bell has set up is impossible -- no-one but Bell has the right to get DSL to the next level (bandwidth wise), by shortening the copper length greatly, through remote C.O.'s, and OSLAMs/RSLAMs. (You can't just ask Hydro if they'd mind you installing new equipment on a few hydro poles here and there... but Bell can.)
