In Northern California I pay PG&E $0.36 per kilowatt hour. It is a tiered rate which starts at $0.11 per KWH but the first tier lasts enough to just make a piece of toast.
I think that paying $0.36 given the national average of $0.12 would qualify as paying more than the true cost.
