I can compare Apple's service to the one Google provides. Apples (pun intended!) to apples comparison. Google charges me a tone time fee of $25. That's it.

As all my apps are free, that's not a concern for me. I financially benefit from Google's (far) cheaper rates.

It costs Google a one time payment of $25. Also note that lots of apps see just a handful of downloads. They subsidize the ones that do well.
What marketing does Apple do that Google doesn't?

Apple charges me the exact same amount it's charging Microsoft....
And if Microsoft chooses to put their app in the Google Play store, it would still cost them only a one time fee of $25.

I pay $25 once to list all my apps on the Google Play store. Compared to that, it's simple math that $99 a year is huge.
