A blue box doesn't really have a 'look' to it anymore then a radio or an answering machine does. It just needs to be able to plug into phone network (or make the tones in the air, in front of the receiver, which is much cooler in my mind).

Anyway, if you can't assume access to a compiler, the only thing you could do would be to ship binaries for every platform. And as you can probably tell, that would suck. I would say just use java and.jar files, but it seems like you want to be using C++. Another option would be to have the installer go grab the files off a server if it doesn't have the ones it needs for the current platform.
Of course, that would require that you have binaries for that platform, but, its better then nothing.
