If you really want a successful program, take a look at Australia - Their program ENSURES that the highly skilled PR applicants are actually WORTHY of being granted a PR BEFORE they are allowed into the country - they land the country as fully fledged Permanent Residents, on the way towards citizenship - this ensures that the country retains highly skilled people, fills in gaps and also doesn't push the salaries of existing workers down.
