Lots of people played the original Starcraft multiplayer without Broodwar. You always have the option for not purchasing the expansion pack. This is even more true, if you don't care about single player. If you completely ignore the aspect of single player, how is 1 game and a couple expansion packs any different than the Starcraft/Broodwar situation of 12 years ago?
And if you are one of the people who cares about the campaign / single player, it's not like their cutting the campaign into thirds. Each race's campaign is just going to be 3x longer (25-30 levels instead of 10). I don't see the issue here. Nobody forced you to purchase Broodwar then, and nobody will be forcing you to purchase the expansions for Starcraft 2.
Regarding your WOW comparison, lots of people played Starcraft without the extra units that came in the expansion. In WOW, there is interaction and competition between people with and without the expansion. In Starcraft 1/2, there is not. It's not a fair (or relevant) comparison.
