IMHO it's not true. Programming language is the tool or instrument only. It can't be dumb. But programmer (usually not a real programmer) can. And don't forget that the C++ is only preprocessor for pure C... I think that mindless plastic box (even 450 MHz with) can't be smarter than man's brain...
