I'm not sure that this is such a good idea. Splintering is not going to be good for BSD publicity. Perhaps a better-suited solution would be to create a project dedicated to securing the FreeBSD codebase to B1 standards.
Don't call it another BSD, just fix what is there. Get your changes committed to the codebase. There are definitely times to fork and this is not one. I know they said that a lot of the code is going back into FreeBSD, but why should it ever be a separate thing, except maybe as patches until it gets committed?
