Well that's justifiable - they don't want to be YouTube so they set up a niche (that, in my opinion, has led to a very good collection of videos). If you really want to post videos yourself, you can always host them yourself.
They'd still have a computer there that is staggeringly efficient, especially since a computer's output energy is entirely heat - information is not energy, computers are all 0% efficient.
Still, this isn't what they meant and the 99.9% figure probably comes from battery in/out figures.

Microsoft don't make peripherals. They brand other manufacturers' (usually Logitech) peripherals.
Only as a last resort. Buy-your-own-server hosting, not use-what-you've-got-already hosting.
