That's a sage and sensible policy, until somebody comes along and craters their subnet by running a WhineDoze NT DHCP server on it. Happened to my cable modem service once for about a day and a half! They gave me my Static IP to use until they resolved it. When they found the guy, they basically told him not to do it again, and that he'd get permanently bounced if he did.
