Almost all data recovery does not involve removing platters. It is one of the last resorts. Try to find the shop where you can buy this magical machine to read bare platters. It doesn't exist. I have heard of something similar that could access old Western Digital drives without the original PCB and firmware. I think it was only a proof of concept though and was specific to a certain model of drive. It was certainly never released as a product and may have been a total fraud.
It's not a real solution. It's your idea of a real solution that simply doesn't exist.
