There are several national providers that are doing just this, viewing CCTV footage before a police dispatch. Your best bet would be to ask your alarm monitoring company if they have affiliated with any of them yet (or why not?). I would expect that within 10-20 years all alarm monitoring will be verified this way and may actually eliminate the need for an alarm system if you configure the video system to report motion. Time will tell how well the public accepts someone who has the ability to view their cameras on demand.

Between the years of wrong predictions and millions of dollars at stake it should be obvious that this whole topic is a supporter not scientifically driven argument. In the 70's it was global cooling, in the 90's it was global warming, both were wrong so lets just say it's climate change and we can cash in no matter what happens.
While those type voltage converters are fine for smaller electronics I have nothing but trouble trying to use those on any type of computer equipment. They don't have enough voltage to run the unit and charge the batteries and/or do not last very long. These are one of those items where you get what you pay for. They will work but not very well or very long.
