Rewriting a managed runtime is difficult, costly, and time consuming. And at the end of the day, the odds that they will beat the performance of the CLR or JVM is super small. At best, they may match the performance of either of those runtimes, but at an enormous cost. Open sourcing it won't make a difference - it's already open source and has been for years.
A much better investment would be changing the site to use a different technology that was faster. There are lots of options. The goal is to improve performance, not embark on a fun science project.

Why not buy whatever printer you want and write your own driver? Isn't that the whole point of open source software?
