As for the rest, I don't have much to say. In theory extra capital - such as that gained from selling off energy surpluses could go some way into fixing some of the above mentioned problems. It would be hasty to merely throw money at them without insight or direction, but essentially all it is is portable influence.
Unfortunately, they will most likely they will put it into auxiliary reinforcement to the shield generators on the Tokyo arcology. I have it on good authority that they just need to finish up some spit polishing, then they can push the big red button and rocket off into space, the problems of this broken world left behind. That's why so few are breeding -- payload concerns.
