Lists cannot be copyrighted however everything else like instructions, explanations, and steps are copyrighted and the article is also copyrighted.
Intel Indeo used custom GPU to accelerate MPEG in hardware or software depending on the computer the video was running on. This would be 1989ish.
Also a German company made MPEG accelerators used in 1995.
Also check ATI and Matrox early video cards which did this also in 1990's, again how didn't?
So I think this may be prior art and totally obviousness in application...
