I am curious as to how this works out with Antivirus groups/companies/researchers. My paranoia says there's definitely potential in having a government funded application purposely ignored by a antivirus companies engine (if company is based in the same country). Common sense says these will mostly be all "build and burn" jobs, constantly reshaping a needle for the haystack.
