a lot of states actually spend their own money for these kind of things...
blue states tend to have higher median incomes => more money paid in states taxes => more money for state expenditures...
NJ is a prime example of this: they get 61 cents back for each tax dollar sent but have some of the highest property taxes to make up for it...though NJ also seems to spend money it doesn't have...
