tricky question, it usually depend on other things. For example, recording discussions, complaints from someone you're stalking, and so on.

"Just because I own rope, duct tape, a duffle bag, and several big-ass hunting knives, which occasionally get stored together, by no means indicates I have any intention to harm another person." correct. However when they have been gathered together after you have threatened to kill someone, now they are suspicious. Sure, you might be preparing to go into the wilderness to blow off some steam. OTOH, it's still suspicious.

Just because I have plastic laid down, medicals knives laid out and a women tied down to a examining tables doesn't MEAN I was going to do her harm. OTOH, if someone saw that through a window, it would be worth reporting investigating.

The difference between your example and mine is that in yours, you've already committed a crime by holding someone against their will.

Now, if she let you tie her down willingly...

There's a difference between writing bug-free code and intentionally buggy code. When you said

If they want bugs to be fixed that you didn't have time to fix during developement,

it implies that you knew the bugs were there, and chose to not fix them (for whatever reason) before selling the software to clients, presumably so you could charge them even more money down the road to fix the problems you purposefully left behind. IMO, that is damn-near-if-not fraud, and definitely not the sort of business practice

Car analogy: A mechanic installs a new water pump, but knowingly leaves off the clamps that keep the hoses attached. Do you really think you, the client,. should be charged extra for the mechanic to fix what he should have done right in the first place? If so, I have a bridge in NY state I'll sell you for a song.

Not that I disagree with the sentiment, but you do realize how misleading that is, right? I.e., Pell grants, tax credits, mortgage deductions, school lunch/breakfast programs, hell, even right-of-way payments technically qualify as 'government assistance.' Also, does that percentage include state and local government assistance, or just federal?
