Fundamentally you're right, it's no different, but it is rather new considering this is one of the first times a government (to my knowledge) is regulating the use of a computer game and attempting to make a profit off of it. It says a lot about the people of the world, in a way. I suppose this is the first of many.
Ironically they're fighting for a chance to tax people who already want to escape from their country into one constructed out of their own imagination.
