Innocent until proven guilty disappeared slowly, but surely... bit by bit... a long time ago in the USA. Think of drunk driving check points... if everyone is presumed guilty, until proven innocent... then nobody is innocent until proven guilty.
Same thing as scanning everyone at the airports. Guilty until proven innocent.
