Of course, Blizzard would need to change their EULA first, or else somebody would sue them for violation of their own terms of use and player conduct which prohibit any form of RMT.
At least, they would need to before putting the cash exchange NPCs into the game world -- as of last month, they did add vanity pets that you buy from their store with real cash...
