One of the best ways I have found to get the word out about a free piece of software is to write an article about it. For example, I released a tool called RPGUI in December and I just got done having the second article about it published in IBMSystemsMag.com. You can learn more about the project here: http://mowyourlawn.com/rpgui.html
Another benefit to writing an article is that is causes you the software author to go through motions of what a typical user would be confronted with as far as implementing your software. This helps to work out a lot of kinks.

I would look into MyTechnologyLawyer.com. The guy that owns the business, Scott Draughon knows his stuff. I have personally purchased his inexpensive legal docs and also the company I work for has used him for more than 3 years.
