One of the best ways I have found to get the word out about a free piece of software is to write an article about it. For example, I released a tool called RPGUI in December and I just got done having the second article about it published in IBMSystemsMag.com. Another benefit to writing an article is that is causes you the software author to go through motions of what a typical user would be confronted with as far as implementing your software. This helps to work out a lot of kinks.
