On LSP's as VPN's do not touch all point on the edge it is just logical to build as required.
On administrative boundry, MPLS VPN is not the issue it is getting involved in a customers routing, the whole bundled vs. unbundled approuch. If an SP are providing is providing a managed IPSec VPN or a managed Frame Relay service where the CPE routers fall into the administrative domain the challenge remains. The draft-martini work for L2 over MPLS will provide this type of service for MPLS networks.
