the problem here is that the only ones really being hurt by the moratorium are the small retailers w/ web stores who ship items within the same state they have a physical presence. Statistically, 80% of transactions occur within 50 miles of the home, but local ecommerce isn't taking off because users from CT, for example, can purchase from amazon and save sales tax.
For small mom and pops looking to go online, competing with the big guys (how many local bookstores have closed their doors as a result of amazon.com??) is already next to impossible... main street america is doomed!! Making demons like Jeff Bezos feel the pain of a 6-8% (average sales tax) increase in prices is past due.
