Back in the old days (perhaps even now) DRAM chips were graded by testing. That is, the chips were all created by the same manufacturing process, and then tested for access speed and branded and sold as appropriate for their performance.
I suspect a similar situation exists in CPUs. Do you think a different die or process is used for a 300 vs 500 MHz chip. I don't, but I don't know for sure.
