It was a very long time ago that someone wrote that "the love of money is the root of all evil". That's as true now as it ever was and it'll continue to corrupt & infect politics without strict controls.
The Senate also needs to be returned to being appointed by the State legislatures instead of being just another popularity contest where he gives away the most stuff wins. There needs to be another Constitutional Amendment enacted to effectively repeal the 17th Amendment.
Wasn't the 17th amendment enacted because of corruption in the State houses? Given how the States, particularly those with Republican governors AND GOP majorities in one or both houses have been behaving, going back to appointed Senators will probably make things worse.
America needs a truly arms-length bureau to draw up the electoral maps and to publicly fund elections. It works pretty well for Canada, although there are some differences given their parliamentary system. Spending 2 years out of 4 campaigning & jockeying is a waste of time and the stench of dirty money taints every level of government on both sides.

It should be done by Congress - they're the assholes in charge of lawmaking and it was the Patriot Act that made all this shit possible. Ruling by executive order is short-term & short-sighted; fix the damn law or repeal it. If Obama vetoes that, then his true colors will be known.
A 1000+ users isn't that many nowadays. Sogo, Zarafa, Zimbra should manage that without too much trouble. I'd check for the other groupware / calendar features that your users depend on before seriously considering a switch.
And there's always hosted mail / hosted Exchange. I think some of these are really running Exchange on the backend but so long as they provide the features and fully support Outlook or whatever mail client you're using, I don't think it matters.
On the plus side, it's given them more time to find the remote holes, a number of which have been fixed in the last couple years. By the time it's no longer supported, it'll be rock solid.
The end user retraining is probably the biggest expense but that might be offset by greater productivity / fewer desktop issues - it's hard to say. I see Linux admin salaries at ~10% more than for Windows but perhaps they can get by with fewer.
At some point, science has to put forth something that's not only consistent but testable. Religion appears to be exempt from that troublesome requirement. And a scientific theory can be falsified by new evidence. Religion, not so much.
As for science having a "belief system", I strongly suggest you not attempt to "disbelieve" in gravity while near the edge of a high building or in electromagnetism while sticking an uninsulated conductor into a live socket.
