You may have better luck if you could get one of the university techs to help out. Also if you know your mac address you could contact the isp and ask them nicely if they can either give you the ip address location and or the same for the mac. You may be surprised to find this may help a lot.
The university techs should be able to give you your mac address also. That is if you didn't use a wireless router between the laptop and the university system.
Then you may be able to file a police report with this information. A lot of times if you can't give them the exact location of where it is. Then they won't help.
