As it says in the article there is only a Mac version at the moment, with windows and linux versions coming out for OSCON.
If you are using Linux building it yourself is quite trivial.
We know the naming is confusing, and I agree a plugin for the arduino IDE would be nice.

I don't think so, Occam is based on CSP algebra, wikipidea has a reasonable description of the language http://en.wikipedia.org/wiki/Occam_programming_language
