These are private IT companies involved in secret intelligence. The GAO is out of this. Money spent is not reportable because it is funneled from many sources including foreign. The real author, Shorrock, says the Wash Post turned an eye against the story. Do remember, the Russian, a Microsoft employee, deported last week for supporting the spy operation. Check the Opensalon blog link here and comment.
