If you have ever taken classes from a traditional school, you will see the same thing. You have lazy teachers anywhere you go. I have been very happy with the University of Phoenix (except for the cost) and have had 3 bad teachers in my 16 classes.
I work for a CLEC (Competitive Local Exchange Carrier). We are supposed to be in competition with the big bells (Pac Bell, Bell Atlantic, etc). We run into this issue every day. We own millions of dollars worth of equipment but have to depend on many different companies for the copper to customer sites. Honestly this is not competetive. I am still waiting for a company that will be a true CLEC that will provide copper to customer sites...
Good advice ante_up... Also to add to this, and excellent book to start with is Sams Teach Yourself Perl in 24 Hours. I have spent literally hundreds of dollars on Perl books trying to learn until I got the Sams book and within a few weeks, was programming some pretty high level stuff.
