The reason NPR used was that because their stations carried emergency broadcast information, they didn't want any low power stations to interfere with the major stations in the event of an emergency. So licenses were given only to those applicants whose requested stations did not interfere at all with the major stations (including times when the weather sent the signal out of its designated range).
