Having in mind how versatile (albeit not necessarily the best performing in terms of speed) is the Rails web framework, and the absolute ease of use of Ruby (and Rails), I will recommend it any day.
It has its drawbacks, but then again, so does every framework/language. Being more concrete, I will choose Ruby/Rails above Java/WhateverWebFramework every time.:-)
