Ok, IMHO, you'd need
1)location-specific verifiable GPS coordinates and authentication at the continental level that the GPS co-ords weren't being intercepted, like in Tomorrow Never Dies (bullshit premise, but technically possible)
2)biometric verification through three verifiable vectors (voice, galvanic skin potential and retina)of the meat puppet accessing the tek.
Of course, this also means that no two people could use the same terminal unless profles were created and stored, and that the black helicopter guys (or Bill Gates) could instantly find you once jacked in.
