Concerning #1 - There is more to useful than the strength of the algorithm. An implementation is worthless if it goes unused. For example, SSH could easily have required the use of strong encryption algorithms, but only recommends them. Why? The designers recognize the importance of user backing. Like any vendor, they want to get the platform in the door first and worry about everything else later.
